Have you thought about the ratio at the pedal?

You may find that the ratio is so small that the pressure you are applying to the pedal is not multiplied sufficiently to exert enough force on the pads?

This may make sense:

and

I appreciate that it is a "factory made" trike, but you never know if any changes where made to linkages.

Have you tried to pressure bleed the brakes, or are you using the usual method of pump brake and release brake nipple and let the fluid run into a jar via a flexible tube?

Things that there's just no excuse for fitting on a Trike;
'Dodgy' registration,
Telescopic Forks.
Bike Tyres on the rear.
Car seats
Anything in the shape of a knuckle-duster,
Maltese Cross, flame, chain or Skull.
Alloy tread/chequer plate.

Are the front and rear brakes linked, that is, do they all work off the foot pedal?

What does the surface of the drum-shoes look like, are they glazed (they'll look a bit 'shiny' if they are)?

How much thickness of friction material is there on the shoes?

Is the pedal 'spongy' (soft-feeling) at all after bleeding?

How much of the brake hoses are rubber, just the sections between the frame and the Calipers, or the whole length?

Does it have a servo fitted?

Let the handbrake adjuster right off then reajust the brakeshoes to the drums, finally readjust handbrake. Just a thought.
