While working on hgv and forklifts I would have both drive wheels off the ground and turn the offside whilst adjusting the nearside.
When the nearside would turn I'd then adjust the offside. I've used this way of adjusting for years.

"Tighten them up till wheels lock then back them off so they are not binding" is the general rule on all brake drums.Just the same on coaches and lorries.
