I welded up my tank many years ago and here is how I did it. Steam cleaned for at least 30 mins, then placed a air line inside to flush out the tank for around 1 hour. Left over night and the next day I check with a small blow lamp taped to a broom handle to the filler cap hole. The tank gave a small pop and it was all clear. So even with steam clean and air flushing, there still was some vapour in the tank.
I tried to be normal once, worst two minutes of my life.

Just browsing through fleabay and found this, I think it looks a lot like your tank. Might help with ideas for where or what to look for for a straight swap.

Iv just looked at a few other honda rebel tanks,after seeing this link, and id say that's exactly the tank iv got! Putty seems to be holding, slight weep with a full tank but emptied, roughed the edges with sandpaper and added another layer and smoothed out, sets good and hard so can't see it not working hopefully !
