Welcome maltesers.
Your luggage rack does look like it needs a grinder taken to it. :killing me:
I got one that's meant for a quad from e-bay, dont think it's as big as yours but does the job well. Mine mounts to a couple of steel plates that bolt on either side under the seat and carry the sissy bar too.
It looks like you could do something similar using some of the original rack mounting tubes.
Sorry i'm a bit far away to be able to take a look.
